About the event

The event is taking place on the 14th of October at the Excel in London, and you’ll find us at stand 28. The event is set to focus on ‘The Journey So Far’ as we reach the 8-month milestone of the Procurement Act coming into effect. 

Procurement Act Live 2025 will cover the early effects of the laws and how organisations are adapting to these changes. Many insightful speakers will be attending the event, allowing guests to learn from policy makers, legal experts, procurement professionals and commercial leaders.

About the new Procurement Act

The new Procurement Act 2023 came into force in February 2025, after it had successfully passed through Parliament. The Act presented changes to how public sector clients buy goods and services in the UK. 

The UK Procurement Act 2023 introduces a transformative set of changes aimed at making public procurement more accessible, transparent and inclusive, especially for SMEs and social enterprises. Here are the key benefits SMEs can expect.

Greater accessibility to public contracts

SMEs can now compete on more equal terms with larger suppliers. The Act expands the use of procurement frameworks, which act as pre-qualification tools, helping SMEs bypass complex hurdles.

Introduction of “Open Frameworks”

These are designed to be more flexible and inclusive, allowing SMEs and social enterprises to participate more readily in public sector procurement.

Dedicated social impact frameworks

New frameworks may be created specifically for social impact initiatives, ensuring that SMEs with innovative or community-focused solutions are not overlooked.

Weighted evaluation criteria

Procurement scoring will now formally recognise social impact, not just cost and technical capability. This allows SMEs to showcase broader value propositions.

Most Advantageous Tender (MAT) model

Replaces the old MEAT (Most Economically Advantageous Tender) model. MAT considers sustainability, innovation and long-term value, favouring SMEs that offer more than just low prices.

Supporting mechanisms:

  • SME matching platforms: Digital tools to connect public sector buyers with pre-qualified SMEs, streamlining procurement decisions.
  • Capacity building for buyers: Training and resources to help procurement teams evaluate social impact and engage effectively with SMEs.
  • Competitive flexible procedure: A new procurement approach designed to support complex and innovative projects, which could benefit agile SMEs.
