Understanding Frameworks

A public sector framework is a pre-established agreement between a public sector entity and awarded suppliers. These frameworks streamline the procurement process, saving time and resources while ensuring compliance with regulations. They pre-vet suppliers, making it easier for customers to procure compliantly. Frameworks provide opportunities for SMEs to compete cost-effectively for contracts in the public sector.

Benefits of Using Frameworks

For public sector organisations, frameworks offer time and resource savings, access to expertise, and support throughout the tender process. They also ensure rigorous vetting of suppliers, promoting reputable and reliable partnerships. For suppliers, frameworks simplify the tendering process, allowing SMEs to compete on a level playing field and promoting fair competition.

Our Advocacy for SMEs within Frameworks

Granby’s journey with government contracts spans many years, during which we have worked on significant projects for organisations such as the Office for National Statistics (ONS), the National Health Service (NHS), the Department for Education (DfE), and the UK Hydrographic Office (UKHO). This extensive experience has equipped us with a deep understanding of the intricacies involved in public sector procurement.

Crown Commercial Services and Procurement Services

Granby has cultivated rich and rewarding relationships with Procurement Services (formerly KCS) and the Crown Commercial Service (CCS). These partnerships have allowed us to delve into the nuances of public sector frameworks, exploring how they operate and the benefits they offer, particularly to SMEs like Granby. Through collaboration, we have witnessed firsthand how effective framework engagement can enhance efficiency and productivity for both public sector organisations and suppliers.

The 2023 Procurement Act and its Impact on SMEs

The Act presents a significant opportunity for small and medium-sized enterprises (SMEs) to enhance their participation in public sector contracts. This legislation aims to streamline procurement processes, making them more accessible and transparent, which can be particularly beneficial for SMEs that often face barriers in competing with larger firms.

One of the key benefits for SMEs is the simplification of the bidding process. The Act mandates the use of standardised documentation and procedures across government agencies. And reduces the complexity and administrative burden that SMEs typically encounter. This standardisation can help level the playing field, allowing smaller businesses to compete more effectively.

Additionally, the Act emphasises the importance of innovation and sustainability in procurement decisions. SMEs, known for their agility and innovative capabilities, can leverage this focus to showcase their unique solutions and sustainable practices, potentially gaining a competitive edge over larger, less nimble competitors.

The Act also introduces measures to improve payment terms for SMEs, ensuring faster and more reliable payments. This change addresses a common cash flow challenge faced by smaller businesses. And enables them to manage their finances more effectively and invest in growth opportunities.

Furthermore, the Act encourages greater transparency and accountability in procurement decisions. It does this by providing SMEs with clearer insights into how contracts are awarded. This transparency can help SMEs better tailor their bids to meet the specific needs and priorities of public sector clients.

Social Value in Framework Contracts

Social value is increasingly important in framework contracts, focusing on contributions to local communities. Granby has long prioritised social value, integrating it into every project. With the 2023 Procurement Act, the emphasis on social value has intensified. We have seen that with some tenders, social value weighs it at 40% of the contract score.
